At Second Meeting of Leadership Committee for Distribution of Electronic ID Cards: Distribution of Electronic ID Cards should be Accelerated

The second meeting of the leadership committee for distribution of electronic ID cards today was co-chaired by Dr. Abdullah Abdullah, Chief Executive of the Islamic Republic of Afghanistan and Ustad Mohammad Sarwar Danesh, Second Deputy to the President in the presence of relevant government officials.

Dr. Abdullah, the Chief Executive expressed his satisfaction with the efforts made by the Central Bureau for Population Registration and said, “In order to accelerate process of distribution of electronic ID cards, coordination should be made with the relevant government agencies.”

Mohammad Sarwar Danesh also emphasized on speed of the process, saying that the Central Bureau for Population Registration should try to determine the start date of activities of centers that distribute electronic ID cards.

Proposal of the Central Bureau for Population Registration on establishment of registration centers in the ministries, ensuring security of the centers, required facilities, training of new staff, budget and structure of this Bureau to begin distribution of electronic ID cards were discussed at the meeting and decisions were made in this regard.

Homayoun Muhtat, head of the Central Bureau for Population Registration raised the proposal of the Bureau at the meeting, saying that the Bureau, based on the operational plan, decided to create five centers in five ministries, at the beginning, and gradually increase them over time.

The leadership committee decided that, to ensure security of registration centers for distribution of electronic ID cards, the Ministry of Interior should take security of these centers.

Ministry of Communication and Information Technology was also assigned to take action on the finalization of the contract with JTR Company and training new staff of the Central Bureau for Population Registration as soon as possible.

At the meeting, representative of the Ministry of Finance assured the leadership committee of providing funding, that is $ 5 million, for distribution of electronic ID cards.

About structure plan of the Central Bureau for Population Registration, leadership committee directed the officials of this Bureau to discuss the issue in coordination with the Office of Presidential Administration and Commission for Administrative Reform and Civil Service.

In the end, the leadership committee welcomed the proposal of the Central Bureau for Population Registration to transfer authentication process of citizens’ electronic ID cards to the private sector.
