Report of the Meeting of the Council Of Ministers

The meeting of the Council of Ministers was held under the chairmanship of Dr. Abdullah Abdullah, Chief Executive of the Islamic Republic of Afghanistan.

In his introductory remarks, the Chief Executive strongly condemned the recent suicide attack in Kabul, which resulted in martyrdom of a number of security officials and citizens of the country and expressed sympathy with families of the victims.

The Chief Executive expressed condolences for martyrdom anniversary of Abdulmutalleb Beig, a Member of Parliament and Abdul Qader Zabihullah, a famous Jihadi commander and called them good and influential figures.

Referring to the start of new fiscal year, Dr. Abdullah expressed satisfaction with Ministries who spent previous year's budget, saying that we hope budget consumption will be effective in reducing poverty, economic development and improving people's lives during the next year.

The Chief Executive pointed to the visit of US Vice President, Foreign and Defense Ministers of Germany and Foreign Minister of Uzbekistan, saying that these countries have committed to cooperating with Afghanistan in various fields.

Then, Dr. Abdullah spoke about political situation of the country and said, “We have always considered stability and national interests in our decisions. Our commitment is that we will always consider the supreme interests of the country.”

The Chief Executive added: "There is no doubt that a large number of people supported us before the election. Hezbe Jamiate Islami, Hezbe Wahdate Islami of the People of Afghanistan, Hebe Islami and Itelafe Melli supported our election team, but more importantly, was the support of the people of Afghanistan. We thank all the people of Afghanistan who have taken part in the election, regardless of whom they voted for.”

Stating that formation of the National Unity Government was a historical move and, given the situation of Afghanistan, was the only option, the Chief Executive added we lost opportunities in the last three years. If the agreement was implemented, there were fewer problems. Electoral reform and some other programs started with a delay. The Chief Executive noted that during this period, efforts were made to bypass the Chief Executive. We watched patiently and saw the results that failed.

Dr. Abdullah emphasized on unity and solidarity of the political group in order to save the country and said we cannot change the situation by divisiveness and dispersion. Dealing with issues by short-sightedness and stubbornness is not the solution.

Referring to the statements of some of the politicians regarding conversation with the President at the beginning of formation of the National Unity Government, the Chief Executive said that nobody except me had contacts with the President.

The Chief Executive said: “Today, all the efforts, attention and energy of the people of Afghanistan should be focused on building the country, ensuring securing and on better commitments to democracy. Only the role of people in the regime can guarantee the future and safety of the country and create confidence. Since I came to politics and during all my lifetime, I believed in the role of the people, when I came to a process that Shahid Rabbani and the National Hero were the leaders. They were the leaders of the people and the true fighters of Afghanistan. Their qualities and characteristics are known for everyone. There was an obvious point about them and that was their high moral. For this reason, it has been an influential process in the aftermath events of the country. Sixteen years ago, the peaceful transfer of power under the leadership of Shahid Rabbani is a big honor for the people of Afghanistan and Mujahedeen.”

The Chief Executive stressed on people's participation in the regime’s decisions making and said that political and governance work has ups and downs.

Dr. Abdullah stressed, “I meet with different people every day and make no distinction between them and I consider myself servant of all people.”

Dr. Abdullah, in a part of his speech, said that flexibility is not weakness; flexibility is for a big goal, a better future and a strategic route; but unfortunately, sometimes, our supporters and some others consider it a weakness.

But the Chief Executive said, “I do not have any problem if someone judges that I have been acted weakly, but if our country and the regime become weak, and the result of our work leads to the weakness of our people which makes the enemies happy, I will not forgive myself.”

About Balkh governor, the Chief Executive said that he had always emphasized on peaceful solution of the issue, and the resignation was not his job, and wherever they say 80 percent was my responsibility, I think that his resignation played 100 percent role. God has given me the ability to place no grudge and hatred in my heart. My hatred is towards those who hate the people and target the people of without exception and kill them.

Dr. Abdullah stated, “I believe religious, ethnic and linguistic divisions are poisonous for the people of Afghanistan, and investment on these issues anywhere would cost heavy for the people of Afghanistan who should pay for it.”

The Chief Executive invited the political party to learn from the experience and pain of the people of Afghanistan during the past forty years and learn about their responsibilities and let the Afghan people have a good model of their political elites in the future.

Then, according to the agenda, officials of security agencies reported on security situation of the country.

Security officials called the security situation better than the past and reported on successful implementation of operations across different parts of the country.

Then, Engineer Mohammad Khan, First Deputy to the Chief Executive presented the report of the commission responsible for reconstruction and consolidation of Education Ministry’s printing press with Azadi and Nebraska printing press.

The Ministry of Finance provided a brief report on implementation of budget law and budget consumption. According to the report, in the previous year, 68% of development budget had been spent.

Then, the Minister of Commerce reported on the export level of Afghanistan.

According to the report of the Minister of Commerce, export level of the country is on the rise and has increased by $ 100 million during previous year.

Then, the Minister of Public Welfare reported on cleaning-up the roadways during the winter and keeping them open, saying there are 294 vulnerable points in the country, but the current budget of the Ministry is not enough to maintain the roads.

Then, the head of the Central Directorate for Population Registration reported on the distribution of ordinary Tazkira. He said the goal of the campaign for distribution of Tazkira is for parliamentary elections and distribution of electronic ID card. According to him, since the time of Sardar Dawoud Khan, no campaign has yet been taken place for distribution of Tazkira.

The Chief Executive told Central Directorate for Population Registration that, in coordination with the Ministry of Finance, meet its needs and begin the process.

Then, the National Bureau for Disaster Management offered a presentation on reduction and prevention of accidents in Afghanistan.

Dr. Abdullah praised the presentation of the National Bureau for Disaster Management, saying that you have done a good job in identifying the problems and measures ahead. The Chief Executive directed the sectorial departments to take preventive measures in order to prevent unexpected accidents.

The National Environmental Protection Agency then reported on problems and reasons for not complying with the decisions of the previous High Commission for Prevention of Air Pollution.

Dr. Abdullah said that in this regard, a meeting would be held during the following week with presence of the relevant agencies.
