Statement by The Chief Executive of The Islamic Republic of Afghanistan H.E. Dr. Abdullah Abdullah Fifth CICA Summit

Excellency, President Emomalii Rahmon,

Excellency Heads of States and Governments, 

Ladies and Gentlemen,


Good Morning,


It is my distinct pleasure and honor to address the Fifth Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA).


Let me first extend my gratitude to Tajikistan for its tireless efforts in successfully Chairing CICA and for convening today’s summit here in Dushanbe. 1


Excellencies, Ladies and Gentlemen!


For the past two decades, CICA has indeed made great efforts and achievements in building trust among its fellow member-states and promoting dialogue in our region. Afghanistan as a member state appreciates and praises such efforts and has the honor to be an active member to this important organization.



Since its establishment, the Conference on Interaction and Confidence Building Measures in Asia has attentively developed and implemented Confidence Building Measures in various dimensions and promoted trust and confidence for shared gain among its fellow members. The pursuit of these measures has brought our countries closer to promote peace and security in Asia as the ultimate goal of this conference.


The Declaration on the Principles Guiding Relations among the CICA Member States and Almaty Act - the charter of the CICA, remain the basis of and main instruments of reference for our efforts.


Despite our collective achievements so far, achieving security and prosperity in the region is only possible through closer regional cooperation. We need to address the challenges of poverty, rapid population growth, climate change, corruption, conflicts, violent extremism, radicalization, illicit trafficking of drugs and arms and terrorist threats.



Ladies and Gentlemen!


The security threats posed by the terrorist activities are still the main challenge for our countries and the region. Deteriorating security conditions pose a serious challenge to development and economic cooperation. 

Addressing our common challenges and threats require greater collective efforts and more sincere cooperation. We need to strengthen security and stability and to bring peace and prosperity to our people in a spirit of regionalism and togetherness.

Nevertheless, it is important that all countries should interactively cooperate with each other in wide range of fields specially security to overcome their vulnerability against terrorist attacks.

We must deny terrorists their safe havens and means for their activities. It is essential to strengthen regional and international cooperation, since no single state can tackle terrorism alone.

Afghanistan has the thirst and desire for peace. We want peace and we understand the importance not only for our country, but also for our region and beyond. We hope to continue and expand our cooperation further, as we cannot afford leaving one another alone in our fight against regional terrorism considering the rapid rise of cross-regional terrorist groups such as the ISIS/Daesh.



CICA is not alone in the era of regional integration. The Heart of Asia-Istanbul Process is an important initiative towards strengthening regional cooperation. The process has been providing further grounds in building regional trust and bringing synergy to the region. Afghanistan as a member state of CICA has been placed at the heart of this process. We have been active in highlighting CICA as one of the most important regional organization to make the Heart of Asia process a success. Let me be clear, that the last mandate of the Heart of Asia process is to cooperate and to complement the work and efforts of other regional processes and organizations such as CICA.


In conclusion, Mr. Chairman, I would like to once again reiterate Afghanistan’s full support and commitment to this conference to further our efforts in promoting sincere cooperation with other member-states to achieve CICA’s goals and objectives and to secure stability and prosperity in our countries and the wider region.
